Nepal Customs Launches Upgraded Valuation Database System
The Department of Customs has officially integrated international market prices into its Customs Valuation Database System.

The upgraded system was inaugurated by the Honorable Finance Minister Swarnim Wagle and has officially gone into effect today, Jestha 11, 2083 (May 25, 2026).

Key Highlights:
Enhanced Transparency: The system aims to make international trade facilitation smoother, ensuring customs valuation is more transparent, realistic, and objective.

GATT Alignment: This upgrade will fully support the implementation of the World Trade Organization's GATT Valuation agreement and help accurately determine the transaction value of imported goods.

System Timeline: The database system was originally rolled out at the Biratnagar Customs Office on 2082/06/08 and later expanded to all customs offices using the ASYCUDA system on 2082/09/18.

Impact: This is a major step toward modernizing Nepal's trade infrastructure, reducing valuation discrepancies, and aligning local customs practices with global standards.

भन्सार विभागले आफ्नो Customs Valuation Database System मा अन्तर्राष्ट्रिय बजार मूल्य समेत हेर्न मिल्ने गरी स्तरोन्नति गरेको प्रणाली आज मिति २०८३ जेठ ११ गतेदेखि लागू गरेको छ। अर्थ मन्त्रालयमा आयोजित एक कार्यक्रमका बीच माननीय अर्थमन्त्री स्वर्णिम वाग्लेले यसको शुभारम्भ गर्नुभएको हो।

मुख्य विशेषताहरू:
पारदर्शिता र सरलीकरण: यो प्रणालीको कार्यान्वयनसँगै अन्तर्राष्ट्रिय व्यापार थप सहज हुने तथा भन्सार मूल्याङ्कन प्रणाली बढी पारदर्शी, वस्तुपरक र यथार्थपरक हुने विश्वास गरिएको छ।

GATT सम्झौता कार्यान्वयन: यसले विश्व व्यापार संगठन (WTO) को GATT Valuation (मूल्याङ्कन सम्बन्धी सम्झौता) लाई पूर्ण रूपमा कार्यान्वयन गर्न र पैठारी (Import) हुने वस्तुको सही कारोबार मूल्य निर्धारण गर्न सहयोग पुर्‍याउनेछ।

विकासको पृष्ठभूमि: यसअघि २०८२ असोज ८ गते विराटनगर भन्सारबाट सुरु भएको यो प्रणाली, २०८२ पुस १८ गतेदेखि आसिकुडा (ASYCUDA) प्रणाली लागू भएका देशैभरका सम्पूर्ण भन्सार कार्यालयहरूमा विस्तार गरिएको थियो।

वार्षिक २० करोडभन्दा बढी कारोबार गर्ने करदाताहरूले अब अनिवार्य रूपमा विद्युतीय बीजक जारी गरी CBMS मा आबद्ध हुनुपर्नेछ।
